Minister of Defense Prabowo Subianto stated that President Joko Widodo's government was the most supportive in the defense sector in history. He conveyed this when answering questions from media crews regarding the government's efforts to meet the minimum essential forces (MEF) in 2024.

"I have seen the support from Pak Joko Widodo's administration in history for defense," Prabowo said at the Halim Perdanakusuma Air Force Base, Jakarta, Wednesday (8/3/2023). Prabowo ensured that the government would continue to procure various main weapons system tools (alutsista) to meet the MEF target. However, he admitted, these efforts had been hampered because the government had prioritized handling the Covid-19 pandemic in recent years.

"He has priorities, we experienced a very dangerous Covid yesterday, so his priority is that we prioritize the safety of the people," said Prabowo. In a similar vein, Jokowi also stressed that fulfilling the MEF would continue to be carried out by adjusting the available budget.

"Yes, everything, everything is adjusted to the budget we have, but we really want to try to fulfill it," said Jokowi. As is well known, the fulfillment of the Phase III minimum essential force (MEF) program for the 2019-2024 period is targeted to reach 70 percent by the end of 2024. MEF is the minimum essential force in an effort to modernize the main weaponry system (alutsista) of the TNI.

Menteri Pertahanan Prabowo Subianto menyatakan, pemerintahan era Presiden Joko Widodo adalah yang paling mendukung pada sektor pertahanan sepanjang sejarah. Hal ini ia sampaikan saat menjawab pertanyaan awak media mengenai upaya pemerintah memenuhi minimum essential forces (MEF) pada tahun 2024.

"Dukungan pemerintahan Pak Joko Widodo itu saya lihat dalam sejarah untuk pertahanan itu terbesar," kata Prabowo di Pangkalan TNI Angkatan Udara Halim Perdanakusuma, Jakarta, Rabu (8/3/2023). Prabowo memastikan, pemerintah akan terus mendatangkan berbagai alat utama sistem persenjataan (alutsista) untuk memenuhi target MEF. Namun, ia mengakui, upaya tersebut sempat terhambat karena pemerintah mengutamakan penanganan pandemi Covid-19 dalam beberapa tahun terakhir.

"Beliau punya prioritas, kita kemarin mengalami Covid yang sangat berbahaya, jadi prioritas beliau, kita utamakan keselamatan rakyat," kata Prabowo. Senada, Jokowi juga menekankan bahwa pemenuham MEF akan terus dilakukan dengan menyesuaikan anggaran yang tersedia.

"Ya semuanya, semuanya disesuaikan dengan anggaran yang kita miliki, tapi kita memang ingin berusaha agar terpenuhi," ujar Jokowi. Seperti diketahui, pemenuhan program minimum essential force (MEF) tahap III periode 2019-2024 ditargetkan mencapai 70 persen pada akhir 2024. MEF merupakan kekuatan pokok minimum dalam upaya memodernisasi alat utama sistem persenjataan (alutsista) TNI.

Naval Group, which is a Scorpene submarine manufacturer, invites as many local Indonesian industries as possible to work together. They target 85 percent of the submarine's components to come from Indonesian companies.

This was conveyed by Director of International Cooperation and Offset Naval Group Claire Legaz in her presentation at the Bilateral Defense and Security Industry Seminar, in Jakarta, Wednesday (8/3/2023).

According to Claire, the Naval Group is offering two Scorpene submarines to the Indonesian Government. Currently, there have been intensive talks with PT PAL regarding the transfer of know-how to PT PAL.

Apart from PT PAL, Claire invites the involvement of other Indonesian industries. The goal is to increase local content, offset, and trade returns. In accordance with the Defense Industry Law, the purchase of the main weaponry system (alutsista) requires 85 percent to come from counter-trade, local content and offsets.

"This cooperation can also strengthen Indonesian local companies so they can achieve sovereignty," he said.

Claire said, if Indonesia did buy Scorpene, the construction of the submarine would be carried out at the PT PAL shipyard in Surabaya.

In Brazil, which purchased four Scorpene, Naval Group is working with local companies on technical assistance, infrastructure and F21 torpedoes. India is also building its own six Scorpene submarines which it purchased from the Naval Group.

Naval Group yang merupakan produsen kapal selam Scorpene mengajak sebanyak mungkin industri lokal Indonesia untuk bekerja sama. Mereka menargetkan 85 persen dari komponen kapal selam itu berasal dari perusahaan Indonesia.

Hal ini disampaikan Direktur Kerja Sama Internasional dan Ofset Naval Group Claire Legaz dalam presentasinya di acara Bilateral Defense and Security Industry Seminar, di Jakarta, Rabu (8/3/2023).

Menurut Claire, Naval Group menawarkan dua kapal selam Scorpene kepada Pemerintah Indonesia. Saat ini, telah ada pembicaraan intensif dengan PT PAL terkait transfer of know how kepada PT PAL.

Selain dengan PT PAL, Claire mengajak keterlibatan industri Indonesia yang lain. Tujuannya agar ada peningkatan konten lokal, ofset, serta imbal dagang. Sesuai dengan UU Industri Pertahanan, pembelian alat utama sistem persenjataan (alutsista) mensyaratkan ada 85 persen yang berasal dari imbal dagang, kandungan lokal, dan ofset.

”Kerja sama ini bisa menguatkan juga perusahaan lokal Indonesia agar bisa mencapai kedaulatan,” katanya.

Claire mengatakan, jika Indonesia jadi membeli Scorpene, pembangunan kapal selam akan dilakukan di galangan kapal PT PAL di Surabaya.

Claire mengatakan, ini adalah bentuk kerja sama yang sangat ambisius. Namun, menurut dia, skema yang sama juga dilakukan Naval Group di beberapa negara lain yang membeli kapal.

Di Brasil, yang membeli empat Scorpene, Naval Group bekerja sama dengan perusahaan lokal dalam bidang bantuan teknis, infrastruktur, dan torpedo F21. India juga membangun sendiri enam kapal selam Scorpene yang dibelinya dari Naval Group.

Setelah mengamankan pengadaan enam Rafale kelompok pertama, kini Jakarta diberitakan harian Prancis La Tribune telah melakukan pembayaran uang muka untuk pengadaan 18 jet tempur Rafale buatan Dassault batch kedua.

“Ini adalah kabar baik bagi Dassault Aviation, yang menyajikan hasil tahunan 2022 pada hari Kamis ini. Menurut sumber yang sesuai, Indonesia telah mengeluarkan anggaran untuk mengakuisisi 18 Rafale baru, setelah enam Rafale pertama mulai berlaku pada tahun 2022 (sekitar 1,3 miliar dolar),” tulis La Tribune, kemarin. Disoroti bahwa Indonesia pada Februari 2022, telah menandatangani pengadaan 42 Rafale yang penandatanganannya dilaksanakan di Jakarta. Ditambahkan pula bahwa Indonesia juga bersiap untuk mendapatkan 12 Mirage 2000-5 dari Qatar.

“Dukungan pemerintahan Pak Joko Widodo itu saya lihat dalam sejarah untuk pertahanan itu terbesar,” kata Prabowo yang berdiri di sebelah kanan Presiden Jokowi saat itu. Sementara dikutip oleh Tempo, selain akan membeli pesawat baru, Prabowo juga bermaksud membeli pesawat bekas.

Prabowo menyebut pengadaan Rafale membutuhkan waktu. Ketika sudah tanda tangan kontrak untuk Rafale, pesawat baru akan datang 3-5 tahun kemudian. Ketua Umum Partai Gerindra itu menandaskan, Indonesia harus mempunyai deterrent effect yang cukup kuat. Karena itu, sebelum pesawat Rafale datang, ia akan berupaya untuk mendatangkan pesawat bekas lebih cepat.
