India Menerima Proposal Baru dari Rusia untuk Membangun Tank T-14 Armata Secara Lokal.

Rusia telah menawarkan versi lokal tank tempur utama T-14 Armata kepada India sebagai basis program Tank Tempur Utama Generasi Berikutnya/Next Generation Main Battle Tank (NGMBT) India. Penawaran ini mencakup produksi berlisensi di India dalam kategori pengadaan "Make-I", yang memungkinkan pendanaan pemerintah India hingga 70% untuk pengembangan prototipe. Perusahaan milik negara Rusia, Uralvagonzavod, dilaporkan menyatakan kesediaannya untuk mengintegrasikan persyaratan India ke dalam desain T-14, termasuk adaptasi terhadap medan India, kebutuhan operasional spesifik, dan integrasi mesin DATRAN-1500HP yang dikembangkan di dalam negeri untuk menggantikan mesin standar 12N360. About RVV-MD2 was disclosed in an article published in the magazine “Arsenal of the Fatherland.”

The article asserts that Russia has achieved a significant five to ten year advantage over the United States in developing fifth-generation air-to-air missiles, which are currently in production.




The new RVV-MD2 is the successor to the RVV-MD short-range “air-to-air” missile. This new missile has several advantages that Russian media claim will be very effective and lethal in aerial warfare. Victor Murakhovsky, editor-in-chief of Arsenal of the Fatherland magazine and military expert, explained that the RVV-MD2 is the world's first short-range missile that incorporates an inertial control system.

This system is designed to control and stabilize the missile during autonomous flight. The inertial system operates on the principle of a missile independently determining its coordinates in space without relying on external targeting or signals. Sensors on the missile calculate its position based on previously known positions, enabling the missile to navigate and maneuver accurately in its flight trajectory.

The RVV-MD2 has a radio correction line that allows the aircraft to correct target coordinates. This improvement significantly increases the chances of successfully engaging and hitting enemy aircraft during combat.





Compared to the previous version, the RVV-MD2 now uses a multi-element multi-band infrared seeker with better immunity to jamming attempts. The advanced homing head enables the RVV-MD2 to engage targets effectively from all angles, including targets at the rear of the aircraft.

In other words, the RVV-MD2 can be launched forward, maneuver in the air, and successfully hit enemy aircraft following behind the Su-57, further increasing its combat capability. However, details about the planned integration of the missile into the Su-57 fleet and its overall production scale have yet to be announced.

The latest variant of this missile, IRIS-T SL (Surface Launcher), is designed for ground launch and was introduced by Germany and Norway in 2019.

The IRIS-T SLM uses an inertial navigation system with GPS support, with a radar data link for command guidance during the initial approach phase. Meanwhile, interference-resistant IR seeker heads are activated at the terminal stage. In 2022, two variants will be available – IRIS-T SLS (short range) with a range and altitude of 12 km and IRIS-T SLM (medium range) with a range of 40 km and a maximum altitude of 20 km.

MOSCOW – Russian President, Vladimir Putin, said he would send up to 50 thousand metric tons of grain commodities free of charge to the six African countries most in need. This promise was made by Putin when Russia decided to exit or no longer extend the active period of the Black Sea Grain Initiative (BSGI) agreement.

“I have said that our country can replace Ukrainian grain, both commercially and as grant aid, for African countries that are most in need. Even more so because we are expecting another record harvest this year,” Putin said while speaking at the Russia-Africa Summit held in St.Petersburg, Thursday (27/7/2023), quoted by the Russian news agency, TASS.

Putin also mentioned African countries that are likely to receive Russian grain commodities for free. “In the next three to four months, we will be ready to ship 25 to 50 thousand metric tonnes of grain free of charge to Burkina Faso, Zimbabwe, Mali, Somalia, Central African Republic and Eritrea respectively. We will also provide free shipping of this product to consumers," he said.

On that occasion, Putin also explained about the application of the BSGI. He revealed that since the agreement was agreed between Russia and Ukraine in July 2022, 32.8 million tons of cargo were exported from Ukraine. But Putin highlighted the fact that more than 70 percent of Ukraine's grain commodities, including wheat, go to high- and upper-middle-income countries.




Putin added that the share of countries, such as Ethiopia, Sudan and Somalia, only accounted for less than three percent of the total grain commodities that had been sent from Ukraine. This means that less than 1 million tons of grain reached the African countries concerned. Putin felt that this had undermined the purpose of the BSGI agreement, which was to ensure global food security and help the poorest countries, including in Africa.

Russia has refused to extend the active period of the BSGI which ended on July 18, 2023. Russia's main reason for refusing to extend the BSGI is because it feels that the provisions related to Russia's interests in the deal have not been implemented. Demands regarding the reconnection of the Russian Agricultural Bank (Rosselkhozbank) to the SWIFT payment system, for example, have not been realized. Western sanctions that prevent Russian agricultural commodities and fertilizers from entering the global market have also not been lifted.

Another reason why Russia is reluctant to extend the BSGI is because it feels that the agreement has deviated from its original purpose, namely to facilitate the delivery of food commodities to countries in need. However, Moscow considers that Ukraine is openly "commercializing" BSGI and sending its agricultural products to developed countries, especially Europe.

The active period of the BSGI has been extended three times, namely in November 2022, and March and May 2023. Ukrainian ports on the Black Sea were blockaded after Russia launched its aggression against the country in February 2022. In July 2022, Russia and Ukraine, with the help of mediation by Türkiye and the United Nations, agreed on the BSGI. MOSKOW – Presiden Rusia, Vladimir Putin, mengatakan akan mengirimkan hingga 50 ribu metrik ton komoditas biji-bijian gratis untuk enam negara Afrika paling membutuhkan. Janji tersebut sudah disampaikan Putin ketika Rusia memutuskan keluar atau tak lagi memperpanjang masa aktif kesepakatan koridor gandum Laut Hitam atau Black Sea Grain Initiative (BSGI).

“Saya telah mengatakan bahwa negara kami dapat menggantikan biji-bijian Ukraina, baik secara komersial maupun sebagai bantuan hibah, untuk negara-negara Afrika yang paling membutuhkan. Terlebih lagi karena kami mengharapkan rekor panen lainnya tahun ini,” kata Putin saat berbicara di KTT Rusia-Afrika yang digelar di St.Petersburg, Kamis (27/7/2023), dikutip kantor berita Rusia, TASS.

Putin pun menyebutkan negara-negara Afrika yang kemungkinan akan menerima komoditas biji-bijian Rusia secara gratis. “Dalam tiga hingga empat bulan ke depan, kami akan siap mengirim 25 hingga 50 ribu metrik ton biji-bijian secara gratis ke masing-masing Burkina Faso, Zimbabwe, Mali, Somalia, Republik Afrika Tengah, dan Eritrea. Kami juga akan memberikan pengiriman gratis produk ini kepada konsumen,” ucapnya.

Pada kesempatan itu, Putin turut menjelaskan tentang penerapan BSGI. Dia mengungkapkan, sejak perjanjian itu disepakati Rusia dan Ukraina pada Juli 2022, sebanyak 32,8 juta ton kargo diekspor dari Ukraina. Namun Putin menyoroti fakta bahwa lebih dari 70 persen dari komoditas biji-bijian Ukraina, termasuk gandum,  dikirim ke negara-negara berpenghasilan tinggi dan menengah ke atas.

Putin menambahkan, pangsa negara-negara, seperti Ethiopia, Sudan, dan Somalia hanya menyumbang kurang dari tiga persen dari total komoditas biji-bijian yang sudah dikirim dari Ukraina. Artinya kurang dari 1 juta ton biji-bijian yang sampai ke negara-negara Afrika terkait. Putin merasa bahwa hal itu telah mengingkari tujuan dari disepakatinya BSGI, yakni memastikan ketahanan pangan global dan membantu negara-negara termiskin, termasuk di Afrika.

Rusia telah menolak memperpanjang masa aktif BSGI yang berakhir pada 18 Juli 2023 lalu. Alasan utama Rusia menolak memperpanjang BSGI adalah karena ia merasa ketentuan terkait kepentingan Rusia dalam kesepakatan itu tidak dilaksanakan. Tuntutan terkait penyambungan kembali Bank Pertanian Rusia (Rosselkhozbank) ke sistem pembayaran SWIFT, misalnya, belum direalisasikan. Sanksi Barat yang menyebabkan komoditas pertanian dan pupuk Rusia tak bisa memasuki pasar global juga tak kunjung dicabut.

Alasan lain mengapa Rusia enggan memperpanjang BSGI adalah karena ia merasa kesepakatan tersebut sudah melenceng dari tujuan awal, yakni untuk memperlancar pengiriman komoditas pangan ke negara-negara membutuhkan. Namun Moskow menilai Ukraina secara terang-terangan “mengkomersialkan” BSGI dan mengirim produk pertaniannya ke negara-negara maju, terutama Eropa.

Masa aktif BSGI telah diperpanjang tiga kali, yakni pada November 2022, serta Maret dan Mei 2023. Pelabuhan-pelabuhan Ukraina di Laut Hitam diblokade setelah Rusia melancarkan agresi ke negara tersebut pada Februari 2022 lalu. Pada Juli 2022, Rusia dan Ukraina dengan bantuan mediasi Turki serta PBB menyepakati BSGI. Kesepakatan tersebut diteken di tengah kekhawatiran terjadinya krisis pangan global akibat konflik Rusia-Ukraina.

Lewat BSGI, Moskow memberikan akses bagi Ukraina untuk mengekspor komoditas pertaniannya lewat tiga pelabuhannya di Laut Hitam. Sebagai gantinya, Moskow meminta operasi ekspor pertaniannya, termasuk pupuk, dibebaskan dari sanksi Barat. Rusia telah beberapa kali menyampaikan bahwa bagian dalam BSGI terkait pembebasan ekspor komoditas pertaniannya dari sanksi belum terealisasi. Hal itu menjadi salah satu faktor Moskow ingin keluar dari BSGI.

BRUSSELS - NATO and the European Union (EU) signed a declaration of joint security cooperation – the first since Russia's invasion of Ukraine last year – highlighting the importance of the US-led trans-Atlantic alliance.
Speaking at a joint press conference with European Council President Charles Michel and European Commission President Ursula von der Leyen, NATO Secretary General Jens Stoltenberg said they were determined to take the partnership between NATO and the EU to another level.
Stoltenberg stressed the importance of the changing security environment in Europe after Russia's invasion of Ukraine. He said the partnership between NATO and the European Union would become even more important once Finland and Sweden become full NATO member states.
"With their accession, NATO will protect 96% of the citizens of the European Union and a higher share of its territory than ever before," Stoltenberg told reporters at NATO headquarters in Brussels as quoted by The Washington Times, Tuesday (10/1/2023) .
Even as some European leaders continued to call for emphasis on US military support, the joint declaration stated that NATO remains the foundation of collective defense for its allies and essential to Euro-Atlantic security.




“Our declaration makes it clear that NATO remains the foundation of our collective defense and remains critical to Euro-Atlantic security. It also recognizes the value of a more capable European defense that contributes positively to our security and is complementary and interoperable with NATO,” Stoltenberg said, agreeing that the EU's embryonic defense capabilities should complement NATO, as reported by Euronews.
This was also agreed by European Commission President Ursula von der Leyen.
“Russia's threats and challenges are the most direct, but they are not the only ones. We are also witnessing China increasingly trying to reshape the international order to its advantage. So we have to strengthen our own resilience. And with this new joint declaration, we are also taking our partnership to the next level," he said.
According to the declaration European countries should spend more and build stronger armies, but their efforts should complement NATO's strategy, rather than compete with it.
This is actually the third declaration that deepens security and defense cooperation in Europe. The declaration is based on similar agreements in 2016 and 2018 in the context of Russia's war of aggression in Ukraine.
The European Union and NATO have 21 members who share common values and play complementary and strengthening roles in supporting international peace and security.
The increased cooperation between the two organizations has given it a new impetus since Russia's invasion of Ukraine.

This was revealed in a New York Times (NYT) report which added that the price difference was creating problems for Kiev and its Western backers.
In its Tuesday article, the newspaper did not question Kiev's claim that most of the drones (UAVs) launched by Russia were shot down.
The NYT points out, however, that even in this case Ukraine's air defense stockpile has been depleted.
"How long can Ukraine sustain its efforts when many of its defensive measures cost far more than the drones?" wrote the NYT wondering.
“In addition to trying to destroy the incoming drones with anti-aircraft guns and small arms fire, the Kiev forces also rely heavily on fighter and ground-launched missiles which are very expensive,” wrote the NYT.




The newspaper quoted the head of Ukrainian consultancy Molfar, Artem Starosiek, as claiming using missiles against UAVs costs up to seven times more than the drones themselves.
"The drones used by Russia are priced at around $20,000 per unit, while surface-to-air missiles from the Ukrainian arsenal range from $140,000 for the Soviet era to $500,000 for the US-supplied NASAM system," Starosiek said.
The article claims the drone that Russia used in Ukraine was the Shahed-136, which was supplied by Iran. This claim has been denied by Moscow and Tehran on numerous occasions.
The Russian Ministry of Defense (Kemhan) confirmed that the Geran-2 drone was domestically manufactured, as was all the other hardware used in the military operation against Kiev.
Iran's Foreign Ministry only confirmed the delivery of a small number of drones to Russia before the outbreak of conflict with Ukraine.




Tehran stressed no new shipments had been made since then.
Nevertheless, Starosiek defended the Kiev strategy, arguing, “It still costs far less to shoot down a drone than to repair a damaged or destroyed power plant.”
However, the NYT warned, “The price differential between drones and air defense is an imbalance that could over time work in favor of Russia, against Ukraine and its allies, according to some analysts.”
As per Molfar's estimates, Russia has targeted Ukraine's military infrastructure and energy systems with around 600 drones since September, when UAVs began to be used more widely.
Russia drastically ramped up its attacks on Ukrainian infrastructure in early October in response to repeated Ukrainian sabotage on Russian soil, including the Crimea Bridge bombing, which Moscow blamed on Kiev.
Although the attack was welcomed by top Ukrainian officials, Kiev has denied involvement.

Selling oil and gas to Europe has become one of Russia's main sources of income.
Putin has dismissed Western efforts to squeeze Russian finances, saying a price cap of $60 corresponds to what Russian oil is selling for.
The price of Russian Ural crude on Friday was around $53 a barrel, according to Reuters data.
Putin warned that Western attempts to limit prices would only lead to the collapse of the global oil industry and then catastrophic price increases.
