Departemen Pertahanan Nasional (DND) sedang mempertimbangkan kemungkinan opsi hukum untuk mendapatkan kembali uang muka hampir senilai 2 miliar peso dari Rusia setelah penghentian kesepakatan pembelian helikopter yang total kontraknya senilai 12,7 miliar peso antara kedua negara, kata Menteri Pertahanan Gilberto Teodoro Jr.

“Kami sedang mempelajari opsi hukum kami,” kata Teodoro saat konferensi pers di markas besar Departemen Pertahanan Nasional (DND) di Camp Aguinaldo di Quezon City. “Itu murni pertanyaan hukum … tentang pemenuhan atau tidak terpenuhinya kontrak, jadi kami harus mempelajari opsi hukum terbaik untuk ke depannya,” tambahnya. Pada November 2021, pemerintah Filipina dan Rusia menandatangani kontrak pembelian 17 unit helikopter angkut berat Mi17 untuk Angkatan Udara Filipina.

The Department of National Defense (DND) is considering possible legal options to recover nearly 2 billion pesos in advance from Russia following the termination of a 12.7 billion pesos total contract helicopter deal between the two countries, Defense Minister Gilberto Teodoro Jr. said.

“We are studying our legal options,” Teodoro said during a news conference at the Department of National Defense (DND) headquarters at Camp Aguinaldo in Quezon City. "It was purely a legal question... about contract fulfillment or non-fulfillment, so we have to study the best legal options for the front," he wrote. In November 2021, the Philippine and Russian governments signed a contract to purchase 17 Mi17 heavy transport helicopters for the Philippine Air Force.

However, on June 25, 2022, Secretary of Defense Delfin Lorenzana – who now heads the Base Conversion and Development Authority – finalized the helicopter deal. Lorenzana pointed out that the deal goes against the Countering America's Adversaries Through Sanctions Act (CAATSA), which was enacted to punish Russia. Former DND officer in charge Jose Faustino Jr. acknowledged “difficulty returning” the down payment because the supplier had invested in the project.

Responding to the dynamics of today's combat, the United States Army (US Army) is announced to be completing new capabilities on the AH-64E Apache attack helicopter. The new capability in question is not in the aspect of weapons, but rather the provision of protection devices to block MANPADS Hanud missile attacks with infrared guidance.

To complement and replace flares, the solution installed on the AH-64E US Army is the Common Infrared Countermeasures Self-protection System (CIRCM). Like the DIRCM (Directed Infrared Counter Measures) installed on the Sukhoi Su-57 Felon stealth fighter jet, CIRCM provides the helicopter a valuable additional layer of defense against heat-hunting missiles.

Quoted from Thedrive.com, it is not clear when the US Army installed CIRCM on the AH-64E attack helicopters. Information from the Defense Visual Information Distribution Service (DVIDS) website, only states that around 100 unspecified types of aircraft have been fitted with this laser-based jamming device.

This defensive system, made by Northrop Grumman, is said to enter full-grade production for the US Army in May 2021. As well as being installed on the AH-64E Apache, the CIRCM is also installed on some UH-60 Black Hawk helicopters and will be used on the CH-47F heavy transport helicopter Chinooks.

A complete CIRCM system includes a centralized control unit and Pointers/Trackers, (trackers). On the AH-64E, the pointer/tracker is mounted on a sponge attached to the wingtip of the wing stub.

How it works, the laser beam on CIRCM will work quickly to target the missile guidance system, the goal is to blind the seeker on infrared missiles, both Hanud missiles and short-range air-to-air missiles.

The integration of a jamming system to blind infrared guided missiles is the latest development in an effort to respond to operational challenges, especially by the AH-64E crew units operating in the Middle East. (Glang Prime).
