Departemen Pertahanan Nasional (DND) sedang mempertimbangkan kemungkinan opsi hukum untuk mendapatkan kembali uang muka hampir senilai 2 miliar peso dari Rusia setelah penghentian kesepakatan pembelian helikopter yang total kontraknya senilai 12,7 miliar peso antara kedua negara, kata Menteri Pertahanan Gilberto Teodoro Jr.
“Kami sedang mempelajari opsi hukum kami,” kata Teodoro saat konferensi pers di markas besar Departemen Pertahanan Nasional (DND) di Camp Aguinaldo di Quezon City. “Itu murni pertanyaan hukum … tentang pemenuhan atau tidak terpenuhinya kontrak, jadi kami harus mempelajari opsi hukum terbaik untuk ke depannya,” tambahnya. Pada November 2021, pemerintah Filipina dan Rusia menandatangani kontrak pembelian 17 unit helikopter angkut berat Mi17 untuk Angkatan Udara Filipina.
Namun, pada 25 Juni 2022, Menteri Pertahanan Delfin Lorenzana — yang sekarang mengepalai Otoritas Konversi dan Pengembangan Pangkalan — mengakhiri kesepakatan helikopter. The Department of National Defense (DND) is considering possible legal options to recover nearly 2 billion pesos in advance from Russia following the termination of a 12.7 billion pesos total contract helicopter deal between the two countries, Defense Minister Gilberto Teodoro Jr. said.
“We are studying our legal options,” Teodoro said during a news conference at the Department of National Defense (DND) headquarters at Camp Aguinaldo in Quezon City. "It was purely a legal question... about contract fulfillment or non-fulfillment, so we have to study the best legal options for the front," he wrote. In November 2021, the Philippine and Russian governments signed a contract to purchase 17 Mi17 heavy transport helicopters for the Philippine Air Force.
However, on June 25, 2022, Secretary of Defense Delfin Lorenzana – who now heads the Base Conversion and Development Authority – finalized the helicopter deal. Lorenzana pointed out that the deal goes against the Countering America's Adversaries Through Sanctions Act (CAATSA), which was enacted to punish Russia. Former DND officer in charge Jose Faustino Jr. acknowledged “difficulty returning” the down payment because the supplier had invested in the project.
